we'll sort it all out coming up. a live look, the bay bridge is getting busy even on a friday. we'll show you what else is building coming up. and a live look outside. beautiful live look overlooking san francisco this morning. it's friday, november 2nd. this is "today in the bay." good morning to you and thanks for joining us. i'm laura garcia-cannon. >> and i'm jon kelley. good morning, everybody. new this morning, just minutes ago the latest unemployment report was released. employers adding a total of 171,000 jobs during october. that was more than expected. but the unemployment rate ticking up slightly to 7.9%. now, this, of course, is the final unemployment report before next tuesday's presidential election. at this point not exactly clear yet what effect those numbers will have on the campaign. business and tech reporter scott mcgrew will be along with more

details on that report as well as breaking it down with an in-depth analysis at 6:30. happening now, chp officers joining forces with local police to patrol the streets of oakland. this as the city's police department is dealing with increasing violence and a possible federal takeover. christie smith joins us live in oakland with more on how the joint patrols will actually work. good morning, christie. >> reporter: good morning to you, jon and laura. you know this really got moving when a pastor here in oakland told governor jerry brown at a service here in oakland, hey, we really need some help on the streets. the governor made the commitment. oakland police have teamed up with the chp before, but they're doing it again, going to hit high-crime areas. this really comes at a time when the city of oakland could use some help. oakland is dealing with a 20% rise in major crimes this year and they have only got about 620 to 640 police officers on the streets right now.

four years ago the total number of sworn officers was closer to 850. the chp and opd worked together before between 2007 and 2010, and during that time violent crime actually went down, but there just wasn't enough money to continue it. exactly how it's funded right now is still not clear, but the program is back because the community put pressure on the governor. of course he was a former mayor here in oakland. the chp says that this does get results. >> we've done these details, a definite decrease in calls for emergency services, in violent crimes occurring, and we've already seen a increase in community relations. >> reporter: now, this deployment is expected to be similar to previous anti-gang efforts here in oakland and it's expected that this operation will probably last at least 90 days with an option to extend it. meantime oakland is planning at least three more police academies. reporting live in oakland, christie smith, "today in the

bay." >> now that help coming as an oakland community right now is grieving the death of a very popular business owner. this morning a memorial growing for 50-year-old wilbur bartley just outside the cell phone store that he ran on international boulevard. officers say bartley was shot and killed wednesday night as he was closing up his shop. his family says he was known for working with customers who had trouble paying their bills, and he also helped disadvantaged children. >> if someone could take his life for money or whatever, we still don't even know what it was. that's crazy. we need to know. >> police at this hour are still searching for bartley's killer. the city offering a reward of up to $15,000 for tips, which ultimately lead to an arrest. now to a developing story on the east coast where 92 people are dead and nearly four million homes without power after superstorm sandy.

>> indeed that devastation of course can be found throughout the entire east coast, but among the hardest hit, new york city. this is new video released overnight of new york's metropolitan transit agency. you can see a portion of the once-flooded subway is now empty, but it's not quite ready for service there. meantime frustration growing as people just try to get into manhattan. they're forced to deal with very heavy traffic and all those large crowds you can see at the bus stops. in the city some people still without power, still without clean water. new york will be sent bottled water and ready-to-eat meals for the hardest-hit areas during this weekend. and in new jersey, there is still long lines as people try to fill up their gas tanks. officials say there's plenty of gas, but they can't get it to the stations because they need that electricity to unload it. utility crews from all over the country are actually converging on the northeast to try to help, but one group is actually being turned away. crews from alabama were told they can't do work in new jersey

because they're not union employees. so now they're headed to new york instead. >> you'd think they'd drop the you know union stuff for this. tonight a one-hour telethon to benefit victims of the storm. there will also be musical performances by bruce springsteen, billy joel and from jon bon jovi. >> a little chill in the air this morning. let's check your forecast now with meteorologist christina loren. >> hey, you made it to the weekend and we've got great-looking weather to look forward to. finally one of those weekends you can make outdoor plans comfortably. in fact it's going to be a little bit above average. if you want to hit the beach, you can do that. i want to start with this live picture of san francisco. if you find fog we're looking in the interior valleys, places like livermore. watch out for fog in antioch. 52 in san francisco to start. right at the coast we're not talking about marine layer. 46 in gilroy, 48 in santa cruz. things are kind of mixingup in our atmosphere right now as we have an area of low pressure situated just to our north.

as we head throughout the day this is going to bring us some showers but not until the second half of the day. clouds will increase by 4:00 or 5:00 tonight. then we stop the clock for you again right around 10:00 p.m. getting some very light activity up in the north so keep that in mind. but rain will not impact your weekend plans. quite the opposite. we've got a warmup on the way. today 73 degrees inland, 67 bayside, 64 degrees at the coast. talking about the potential for records in some cities. we'll let you know where coming up. city counc stick around for that. >> good thing we have all these live cameras because look at what i've found. you see that one set of flashing lights making its way along that flat section. it will pull over to the right. there is the flashing lights for the chp as well. so there's something going on on the shoulder and the flat section westbound, your commute direction across that san mateo bridge. nothing official in from the chp report. that's what we see. also you see the traffic

flowing. we'll track that. meanwhile we'll look at the approach off of the east bay an 880 moving slowly as well. we're looking at the 580, your commute through the altamont pass through the tri-valley. look here, you see the mountains flanking livermore and that's the same area where if we look at our weather sensor integrated with our traffic system, the orange shows the potential for foggy patches throughout the area. so watch that. meanwhile we'll check the south bay. a quick look shows you 101 through san jose moves smoothly. we have that bump up in traffic flow. we'll show you a wider view coming up, guys. back to you. thank you, mike. now moving on to decision 2012 where jobs numbers will be only one part of the story. an east bay county is dealing with a potential case of ballot tampering. marla tellez joins us in studio with a story giving new meaning to the phrase "dirty politics." >> reporter: it's hard to make

your vote count where your vote ends up in the gutter and that's where a couple in vallejo say they found more than a few mail-in ballot. they were out for a walk when they discover three mail-in ballots in the gutter near their home. just last week they found another voter's envelope ripped apart and the ballot was missing. they say they're outraged and worried. >> we don't know how many more they have done it to. if they have done it to the four that we found, how many more have they done it to? >> i'm appalled. i'm appalled. i don't care whether it's republican, democrat, independent or whatever it is. these people voted. they're americans, and they voted and they have a right to vote and their vote has to be counted. >> reporter: we took the evidence to the registrar of voters in solano county and the office will do what it can to reach the affected voters. he said the ballots usually arrive in pristine condition and

more than $7500 from a 7-eleven. police say one of these two men distracted the cashier of that store in half moon bay while the other ran into the back office and grabbed a bag of cash. workers at nob hill grocery store say they will go on strike if they cannot reach a dole. if the strike happens, 32 bay area stores would be affected. new this morning, the ipad mini is rolling out in stores today and it's happening worldwide. >> 3, 2, 1! >> there you have it. about 300 people outside the flagship store in tokyo, japan, to be among the first to own that brand new gadget. let's get more right now from business and tech reporter scott mcgrew. he is here just hours away from apple opening up the doors right here in the bay area. >> as the sun moves across the

ladies are still out here. we've got a guy who's got his own tablet but he wants to get an ipad mini. one reason they're saying some of the been shorter is that the pricing on the ipad mini is around $330. that's a little more than what you get from the products from kindle or amazon which begs the question, why are you here? you could get something cheaper from amazon or google but you want the ipad mini? >> yeah. >> reporter: why are you willing to wait in line and why is it the must have deal? >> it's new. >> reporter: are you an apple geek? do you have the iphone or ipad? >> i've got an iphone 4s. >> reporter: a man of many words this morning. so the ipad mini goes on sale in just under two hours. it's about two-thirds the size of the ipad itself, about half the weight. as you can see we've got 18, 20 people out here. some people were wondering if the woz going to show up. so far there's no sign of him

but i'm imagining he's in a very warm place, a place that we call home, instead of out here bundled up like some of these people out here. scott. >> boy, we're getting close to the emperor -- what is it, the emperor -- when somebody says it's new. restoration hardware going back through an ipo. it went public for the first time back in '98. it went back private. it's now going public again. they'll trade on the new york stock exchange as rh with an initial price of $24 a share. we'll continue to cover the jobs report, brand new this morning. 171,000 new jobs added to the american economy. a decent figure. the unemployment rate ticks up a tenth of a percent to 7.9. do consider the margin of error on this, 0.2 of a percent margin of error. we'll talk about the political side of this with our reporter in washington in just a bit. speaking of jobs, this couple recently graduated from the university of wisconsin. started a facebook app that brought in millions of users.

but they were on student visas. so when they left school, they were forced to go back home to india. they took their company with them. very success. . when they left, they were paying $100,000 a year in taxes in the united states. we'll take a closer look at this problem sunday morning right after "meet the press." republicans and democrats say, yes, this is broken. so why can't they solve it? we'll take a look. >> that's a strange reality. interesting to hear that breakdown. >> thank you very much. 6:17 right now. you do get an hour coming up. christina loren here to talk about a great weekend. >> this is how dark it's going to be around 5:17. we'll have beautiful live pictures to show you while our show is still happening. you don't have to wait for the sun to come up until 7:30. we're at 48 in livermore and 46 in gilroy. another benefit of that time change is safer driving conditions as you'll have more

sunlight to kick off the day. high pressure is building in, kicking that area of low pressure out of here as we head through the weekend. but the tail end is still going to impact us in parts of the bay area as we head throughout the afternoon. mostly up in the north bay expecting light evening showers but this weekend high pressure takes control. we start to get warm, even expecting a moderate offshore flow which means you can comfortably hit the beach. highs today will be very nice. fall-like weather has returned to the bay area. 73 in livermore, 68 degrees today in san jose and you'll be at a comfortable 67 even in the city of san francisco. now, take a look at the difference. in san jose today we're forecasting 67 degrees, 80 degrees by sunday with a nice warming trend on the way. but if you're someone who loves the rainy weather, we've got that for you as well in the seven-day forecast. temperatures swimminginging up down the next seven days. monday 83 degrees. we get dry, northerly winds. great beach weather on monday

and tuesday if you have the day off. tuesday into wednesday, staying nice and comfortable, but look at the dropoff. 83 degrees on tuesday. down to the 70s by wednesday and then on thursday, we get our next round of rain. and it's another system that's going to drop in from the north so most of the activity will be in the north bay. 6:19. let's check your drive with mike. a look to the south bay and looking at 101 right here bogging down heading up toward alum rock and clearing by 880. that's your typical patch. being a friday, we see a later build and a little lighter flow. 87 starting to kick in right now into downtown. it's lighter until you get to : 7:15, 7:30. i'm tracking an accident off to the shoulder but i'll track that as well. up the peninsula, 101 moves smoothly through palo alto. you can see the volume pretty light north past university, the

shopping center there and heading up into san mateo. southbound off the bridge also moving smoothly. approach off the san mateo bridge itself, west 92 here picking up a few more cars but no slowing across 92, this span or across the bay bridge. we'll look at the toll plaza for the bay bridge itself. we do have the metering lights turned on but the s curve and incline looking pretty good as far as speeds go. the east shore freeway, we see the volume really target to kick up. speeds still in the 50s and the 60s past university and a reminder that renovation to cal stadium there, folks are going to see it today. there's a game, the cal bears play the huskies from washington and that will be traffic tonight. expect it to be congested heading over toward the stadium. back to you guys. 6:20. palo alto police looking for a shoplifter who walked into a victoria's secret and walked out with $11,000 worth of bras. an unknown number of people took 180 bras from the shop on

bell. we'll see how it affects wall street and the presidential campaign. it's all ahead on this friday, november 2nd. this is "today in the bay." happy friday, everybody. it is 6:30. happy you could join us. i'm jon kelley. >> and i'm laura dpaurgarcia-ca. the latest job report is out and we have team coverage this morning. tracie potts is live in washington, d.c. with the potential impact on the campaign. but we begin with business and tech reporter scott mcgrew, who has been crunching these numbers in our newsroom. scott. >> we, good morning to you. there are two numbers to deal with arrived at separately through different methods. the first and most important is the total number of jobs added to the economy. 171,000 in the month of october. this is a decent figure and higher than economists had expected. the other is the household

survey. called that because literally it's arrived through a set of phone calls to americans asking aryou working. it sets the unemployment rate at 7.9% up from 7.8% in september. now, that survey has a 0.2 of a percent uncertainty rate so really a change that small should be irrelevant. but this is the last jobs report before the presidential election on tuesday. so for a look at the nominees' final sprint to the finish line, let's turn to tracie potts live in washington, d.c. good morning. >> reporter: scott, good morning. you're right, even though it's within what we consider the margin of error, this is more am nation for governor romney over the weekend. boy, does he have a busy schedule, to say, look, things are not working. take a look at where he's going to be ft next few days. if we look between now and tuesday, he's going to visit seven states, 13 stops, including ohio tonight where he will have 100 politician and celebrities by his side.

meantime president obama, take a look at his schedule, just as busy. seven states with a stop every single day in ohio. interestingly, in ohio more people are working. their unemployment rate lower than the national average. that could work in the president's favor in what is a key state. he's making his closing argument in iowa on monday. we've learned that governor romney is going to be in new hampshire. these jobs numbers not only today but for the next few days very likely to be a big issue on the campaign trail as they try to swing swing state voters. scott. >> i think romney has -- >> tracie potts in washington this morning. as we continue to discuss this, the one thing to talk about is not necessarily this change between september and october, jon and laura, it's the change between when president obama took office and now. that, when he took office, unemployment rate was 7.8% and

we fluctuate because of the bursts of traffic but the metering lights keeping things moving smoothly. a note for berkeley, a football game tonight so you'll see some slowing there. watch the congestion, it's a 6:00 p.m. game so a lot of congestion starting in the afternoon. we'll get another look outside and see how things are shaping up across the san mateo bridge. the peninsula side, the approach off of 92 moves smoothly off of the high rise but look at that volume of traffic. getting onto 101, no slowing except for right at the connector. another live look outside. we'll end with this one for the north bay. san rafael, a smooth drive getting some company. patches to the north, maybe santa rosa and anything north you might get a patch of fog here an there but mostly along the coast and maybe a tri-valley. >> it looks like a lot of traffic for a friday. >> it's kicking in just now. it is the north bay so you're going to get that flow. 6:35. still ahead, a year after the penn state sex scandal came to

and conspiracy. they're already facing charges of perjury and failure to report abuse by former assistant football coach jerry sandusky. charges were also filed yesterday against the university's former president, graham spanier. he's set to be arained next week. the trial of a san jose principal could go to a jury later today. she is on trial for failing to report child sexual abuse allegations against a teacher at o.b. whaley elementary school. she admitted in court yesterday she knew about parents' concerns with the teacher but did not report him because he assured her he wasn't doing anything inappropriate. the teacher was later arrested and charged with committing lewd acts on five children. and more agony for a bay area mother now having to wait several more weeks to find out whether a bone fragment found in a well actually belongs to her missing daughter. a laboratory in arizona is testing that bone to see if it

welcome back. 6:44. happening now, the oakland police department getting some help this morning from chp officers. it comes as the city investigates its 108th homicide. christie smith joins us live in oakland with more on what prompted the call for reinforcement. good morning. >> reporter: good morning to you. well, this really comes at a time when the city of oakland could use some outside help. major crime is way up and the department is short-staffed. right now there are only about 640 police officers, sworn officers on the department compared to about four years ago when oakland had 840 sworn police officers. so once again they're turning to outside agencies for help. again, the chp. and they have done this before. you may recall between 2007 and

2010 with chp officers helping to patrol high-crime areas, during that time police say violent crime went way down but unfortunately the city had to end it for lack of money. exactly how it will be funded this time, that's still unclear. but the city went to governor brown who had to deal with serious crime issues on his own when he was mayor of oakland. there was also some pressure from a local pastor and brown said the state would step in and help. now, this could last for several months and even extend it possibly. meantime oakland is planning three police academies but the first cadets won't finish their field training until next fall. reporting live in oakland, christie smith, "today in the bay." now, that help comes as an oakland community is grieving the death of a popular business owner. in fact this morning a memorial is growing for 50-year-old wilbur bartley killed outside

his cell phone store that he ran on international boulevard. he was shot and killed wednesday night as he was closing up shop. police are still searching for his killer. the city offering a reward of up to $15,000 for tips leading to an arrest. right now to a developing story out on the east coast. we have a live look at times square where cleanup after superstorm sandy is still under way out there. a long recovery ahead for that city and beyond. new york city among the hards hit by this storm. we do have new video released by new york's metropolitan transit agency. you can see portions of the once-flooded subway now empty but not quite ready for the major service they'll need to get the city back on its feet. meantime frustration growing as people try to get into manhattan. they're forced to deal with very heavy traffic, large crowds at all the bus stops there. really a mess in the city. some people still without power, still without clean water. new york will be sending bottled water and ready-to-eat meals to the hardest-hit areas over this

weekend. that is much-needed help. now, in new jersey, there are still very long lines as people try to fill up their gas tanks. officials say there's plenty of gas there but they can't get it to the stations because they need that electricity out there to unload it. clearly they don't have it. in total we can tell you sadly at least 92 people are dead because of the storm. that number still expected to possibly rise. an nearly four million homes still remain without power. in new york alone 1.3 million customers still without that power. tonight at 8:00 on nbc bay area, a one-hour telethon to benefit victims of that storm. appearances from kevin bag on, jon stewart, tina fey an jimmy fallon. bruce springsteen, billy joel, jon bon jovi, christina aguilera. that is "hurricane sandy coming together" tonight right here on nbc. >> from one christina to the

bay between 4::00 and 10:00 p.m. overall things are going to change. we go on that roller coaster ride when it comes to your temperatures. but not before we get some beautiful conditions over the weekend. the raiders are back at it. 1:00 p.m., 72 degrees. 2:00 a.m., 72 degrees. get your tickets while you can. they're hoping you get your tickets. there could be a blackout if they don't sell enough of those seats. we want our oakland raiders on tv so get those tickets, everybody. 67 degrees on friday. on sunday 80 degrees. look at the difference between today and sunday and that's not even the peak warmth. temperatures in the mid-70s today. come sunday low 80s. come tuesday, mid-80s, potentially some 90s. what's great news about that is it's going to be nice, warm and sunny for election day. 86 degrees inland on super tuesday. 81 degrees bayside and 77

degrees at the coast. someone else who's super, he knows what you need to avoid, good morning to you, mike. >> oh, wow, that was a big buildup. hope you're not disappointed. south bay, some slowing. i've got this. this is where we have our camera shot, we traditionally see that buildup even on a friday but it is slow from capital all the way up here so maybe i can save you some time by leaving now because you'll also have a backup on 87. i want to zoom into this area. north 280 past the 880 interchange it bogs down. you might have another patch of problems passing by lawrence expressway. we have an earlier accident at wolf, now it's at lawrence. it's partially blocking the slow lane. also slow for 85 coming up through the area, so we'll follow that as the south bay continues to build. a live look outside, we'll show you how thing are shaping up for sunol also. christina talked about that patch of fog. getting you coming over the hill from sunol into fremont, you see

the glow. oakland we're looking at a nice, smooth flow of traffic northbound with those taillights. no problem, a smooth drive but a good set of traffic. heavy volume coming up into downtown. remember the warriors play too. we're looking at the bay bridge, of course we have the backup here. the metering lights are on but there is still movement in these fastrak lanes. that's better than we often see. of course it's a friday, so that is considered light, guys. back to you. >> it's all relative. thanks a lot, mike. now to decision 2012 at the local level. a number of city council races in the south bay getting a lot of attention for charges of racism. marla tellez is here with that story. good morning. >> reporter: jon, we are focused on one race in particular, the tight race between two san jose city council candidates vying for a seat in district 10. the san jose mercury news reports johnny camus is urging his rival, robert bronstein to denounce a mailer that shows a photo of camus with a quote that

reads arab american leaders mobilize constituents for u.s. elections, end quote. then in bold type the mailer reads, quote, khamis too extreme. it was paid for by a pac that supports bronstein. kha khamis is of christian palestinian descent. bronstein is jewish. he has not outright denounced the mailer but says there should not be racist attacks in a city council race. we should also mention the mercury news endorses bronstein who is a local broadcaster on comcast sportsnet. also if you want to vote early in alameda county you can, because the registrar of voters there is opening its office for that just this weekend. the office in downtown oakland will open for early voting from 9:00 to 5:00 both saturday and

sunday. come election day, of course we will bring you complete in-depth coverage all day long. 6:53. new this morning, apple's latest gadget is going global today. in sydney, australia, apple fans waited in line to be the first to score an ipad mini as apple employees cheered them through the front doors. plenty of cheering in seoul, south korea, as well where the ipad went on sale for $359, well above the price of its main competitors. scott mcgrew joins us in studio with more on today's sales. >> laura, analysts really have had a tough time sorting this one out, getting a good prediction. obviously the ipad mini designed to compete with the kindle fire but it's priced far higher. initial demand not as strong as it was for, say, iphone 5. nobody expected that. and preorders were open for several days. another indication that demand is somewhat weak. bob redell says lines at the
